Dear Mr. Wilkey:

It is my pleasure to deliver to you the second iteration of the Voluntary Voting System Guidelines as recommended by the Technical Guidelines Development Committee (TGDC). This document is a complete re-write of the document known as VVSG 2005 and was developed to address the next generation of voting equipment.

It has taken two years to develop this document, during which members of the TGDC, with technical assistance from NIST, worked carefully and diligently to update and write numerous new requirements for the many aspects having to do with voting equipment and their use in elections. As chairman of the TGDC, I would like to note to you that the Committee adopted the recommendations contained in this document unanimously.

The TGDC and the staff at NIST look forward to the upcoming reviews of these recommendations by the EAC, the Standards and Advisory Boards, and the American public.
